Jeff Serafine is a Los Angeles business development executive working in strategic partnerships, deal origination, and capital pathways for entertainment, emerging technology, and IP ventures. He is VP of Business Development at OfSpectrum, which builds identity watermarking and authenticity monitoring for digital media — a provenance layer intended to establish who created a piece of content, who owns it, and whether it was machine-generated, with applications in piracy tracing and 📝deepfake detection. He is also 🏷️#founder of NextWave Strategic, the advisory practice through which he works with leadership teams on partnership ecosystems, revenue architecture, and investor readiness.
Serafine began in music, holding A&R roles at Motown Records and Sire Records before moving into artist management and early-stage music-technology companies including FanManager and The Appreciation Engine. He spent much of the following decade in financial services, running Serafine Financial & Insurance Solutions and representing Allstate Financial Services and New York Life, then returned to technology and entertainment business development in 2024. He also works as an executive producer and strategic advisor on film and television projects, sits on Boardy's Pro advisory board, and has packaged his approach to relationship-driven growth under the name Biz Dev Angel.
